Her plan seems to present the moral dilemma of whether it is necessary to sacrifice some lives in exchange for protecting the greater whole of humanity. If Lilith really has knowledge that the Prime Evils are coming to destroy Sanctuary, and she feels that her ability to prepare the world is the only viable option, she could have meant well in her own twisted demonic fashion.

Blizzard's simple dungeon-crawler offers some true moral ambiguity for players to consider, even though there is no option of directing a character's choice to change the outcome of the story. She does present some valid points, however, even if her means of trying to help was self-serving and would have also led to an incredible loss of lives. Over the course of the game, and particularly at the end of Diablo 4, Lilith is certainly not a hero.
